I seek the following information under the Right to Information Act in relation to the recently enacted Transgender Persons (Protection of Rights) Amendment Act, 2026. I specifically seek information on the following topic:

Topic: Forcing or compelling Adults/Minors to dress, present, or conduct themselves outwardly as a transgender person and/or engage in begging (Section 7g in Amendment Bill (Bill No. 79 of 2026), Under Section 18 in Principal Act)

  1. Was there any research/study done to arrive at this conclusion that adults or minors are forced to dress, present or conduct themselves outwardly as a transgender person, regardless of whether they are a transgender person and engage in begging in India?

    1. Is there any existing research/study that is relied upon by the Govt? 

      1. If yes, please provide details of such research/study and provide a copy of the reports. 

  2. How many cases of adults or minors being forced to dress, present or conduct themselves outwardly as a transgender person, regardless of whether they are a transgender person, have been recorded / reported per state in FY 2024 to 25 and FY 2025 to 26? 

  3. Out of all the reported cases of adults or minors forced to dress, present or conduct themselves outwardly as a transgender person, regardless of whether they are a transgender person, how many victims later applied for a Transgender Identity Card in FY 2024 to 25 and FY 2025 to 26? Please provide state-wise breakdown of these figures.

  4. Under which provisions of the BNS do perpetrators accused of forcing adults or minors to dress, present or conduct themselves outwardly as a transgender person get charged?
